Ministerial Loan Guarantees
The Ministerial Loan Guarantee is a loan co-signed by a First Nation Indian Band in Canada (e.g. Tk’emlups Indian Band) and Indian and Northern Affairs Canada (INAC)that allows for a wide array of loans to band members on-reserve across Canada, including for renovations, mould remediation and, more commonly, new home construction. Manufactured homes, trailers or new permanent housing construction all qualify as new home construction. Typically, new homes that are built on-reserve receive a subsidy of $20,319 ($19,869 towards the new home and $450 to cover inspection costs of the new home). In order to receive a new home, the band member must submit all the necessary paperwork to INAC to receive the subsidy.
The Tk’emlups Indian Band provides assistance to its band members and potential new homeowners on completing and submitting all the necessary documentation for each MinisterialLoan Guarantee. We do not complete all the legal documentation for band members as that responsibility rests with the applicant. However, we do assist band members in filling out their applications and submit the documents to INAC for approval.

For new homes, the Band Member also needs to work with the Tk’emlups Planning and Engineering Departments and Lands/Leasing/Taxation Department. Housing processes are about 40% of the paperwork required for a new home construction. Planning and Engineering processes about are 40% and Land/Leasing/Taxation are about 20%. Please check out our Ministerial Guarantee Checklist and notice how Housing is only minimally involved after step 10 is complete.

You will also need to contact a bank of your choice to approve a Ministerial Loan and a variety of contractors to assist in home infrastructure and construction (if necessary).

I live off-reserve and want to live on-reserve and buy a trailer. What do I need?
If you wish to build on Tk’emlups Indian Band lands, you will first need land. You may acquire land from those who have possession of land through a Certificate of Possession. You may make any number of arrangements with other Tk’emlups band members who possess land. If you have land available, then you can apply for a loan. There is also a process for applying for a Ministerial Loan Guarantee to purchase a home at Sun Rivers, but the Housing Department is investigating this process.
Can I select any bank to approve my Ministerial Guarantee?
If a bank has a process for Ministerial Guarantees and permits it, then yes. You may select any bank you wish. The Tk’emlups Indian Band recommends All Nations Trust Company (ANTCo) for Ministerial Loan Guarantees as they have plenty of experience in the area. Their number is 250-828-9770.
What is a Ministerial Loan Guarantee package and how do I pick one up?
A Ministerial Loan Guarantee package can be picked up at the Housing Department and is simply a number of documents that need to be filled out along with instructions on how to fill the documents out. The Housing Department will assist you by providing a sample package filled out under the name of “John Doe” (hyperlink to John Doe’s MLG) to assist you in understanding how each document must be filled out and an information sheet (hyperlink to MLG information sheet) with full instructions.
Does the Band need to approve my application?
All Ministerial Loan Guarantee applications require an addendum BCR by the band affirming their desire to co-sign on behalf of the band member. All applications are approved in the end by Indian and Northern Affairs Canada (INAC).
How long does it take for a Ministerial Loan Guarantee to be approved?
It depends on how long it takes the applicant to complete and submit all the required information. INAC also tends to have delays for approving their loans. The process can be timely, but is less timely than new home construction off-reserve.
